Drained does not automatically mean safe. Residues, vapors, pressure and owner requirements may demand specialized cleaning, isolation, testing, procedures and approvals. Many general mobile welders will decline.
A welding procedure specification defines essential variables for making a weld under a particular code or owner requirement. Some work also requires documented welder qualification and inspection.
